The sweeping strategic initiative is engineered to propel South Korea into the ranks of the world's top three artificial intelligence superpowers, competing directly alongside the United States and China.
Serving as the presidential advisory control tower, the committee brings together cabinet ministers, leading computer scientists, and chief executives from South Korea's premier technology conglomerates, including Samsung Electronics, SK Telecom, LG, and Naver. The council is tasked with orchestrating national policy, legal reforms, and capital allocation across all facets of the AI value chain.
Ambitious Public-Private Roadmap Toward Global AI Leadership
Under the master plan, the government and private sector partners will establish a state-of-the-art National AI Computing Center. The mega-facility will substantially expand South Korea's domestic high-performance GPU computing capacity, providing indigenous tech startups and academic researchers with subsidized access to cutting-edge computing resources.
A central pillar of the blueprint leverages South Korea's undisputed dominance in memory hardware to build an integrated AI ecosystem. By coupling domestic High Bandwidth Memory (HBM) with indigenous neural processing units (NPUs), Seoul plans to develop ultra-low-power AI semiconductors tailored for on-device inference.
