The European Commission, in collaboration with telecommunications operator Telefónica and global technology consultancy Capgemini, officially inaugurated the EURO-3C initiative today. The strategic cross-border program establishes an open, federated, and sovereign cloud-to-edge compute infrastructure across European Union member states, reducing dependence on non-European hyperscale cloud providers.

Backed by funding from the EU Digital Europe Programme, EURO-3C connects distributed regional data hubs into a single interoperable computational fabric capable of handling high-performance AI workloads, latency-sensitive industrial automation, and sensitive government databases under strict European data governance legislation.

Securing European Digital Sovereignty

European policymakers have repeatedly warned that relying exclusively on foreign cloud providers creates structural vulnerabilities for strategic industries. EURO-3C addresses this risk by guaranteeing that all encrypted keys, telemetry, and training datasets remain within European legal jurisdiction and comply fully with the EU Data Act and the General Data Protection Regulation.

Industrial and Enterprise Adoption

Capgemini will direct the systems architecture, ensuring that enterprise clients in aerospace, automotive manufacturing, and public health can orchestrate complex AI workflows across decentralized micro-data centers without proprietary lock-in. Telefónica will provide high-bandwidth, ultra-low-latency 5G standalone fiber interconnects linking metropolitan edge nodes.
