In what energy economists and technology executives are hailing as a watershed moment for American power generation, Constellation Energy formally announced on Friday an unprecedented 20-year power purchase agreement with Microsoft Corporation. Under the agreement, Constellation will invest approximately $1.6 billion in private capital to restore, upgrade, and restart Unit 1 of the Three Mile Island nuclear generating station, creating an 835-megawatt continuous stream of clean baseload electricity destined entirely for Microsoft's hyperscale data centers.

The facility, situated along the Susquehanna River in Londonderry Township south of Harrisburg, Pennsylvania, will be rechristened the Crane Clean Energy Center (CCEC) in memory of Chris Crane, the pioneering former chief executive of Exelon and Constellation who championed advanced commercial nuclear energy before his passing earlier this year.

Reviving a Nuclear Stalwart for Hyperscale Computing

Unit 1 was permanently shut down in September 2019 due to unfavorable merchant wholesale electricity market dynamics, when subsidized natural gas and renewable generation made the baseload nuclear facility financially uncompetitive. Crucially, Unit 1 operated safely and efficiently for 45 consecutive years and is entirely physically separate from Unit 2, which suffered a partial meltdown in March 1979 and remains in long-term monitored decommissioning.

The rapid expansion of generative artificial intelligence and large-scale cloud training models has radically rewritten electricity forecasting across North America. Tech conglomerates that committed to ambitious corporate net-zero carbon pledges have increasingly encountered the physical limitations of intermittent solar and wind generation, prompting an aggressive turn toward nuclear power as the sole commercially proven source of high-capacity factor, 24/7 carbon-free energy.

Economic Impact, Safety Protocols, and Grid Synchronization

The capital refurbishment project will encompass extensive mechanical, thermodynamic, and digital restorations, including complete overhaul of the main generator, steam turbines, cooling water loops, and safety instrumentation systems. Constellation expects the restoration to generate approximately 3,400 direct and indirect construction and technical jobs, inject over $16 billion into Pennsylvania's state gross domestic product across two decades, and yield more than $3.6 billion in state and federal tax revenues.

Before commercial power delivery commences in mid-2027, the facility must complete rigorous technical reviews and license renewals with the U.S. Nuclear Regulatory Commission (NRC) as well as transmission interconnection studies with regional grid operator PJM Interconnection. State and local officials across Pennsylvania broadly praised the announcement as a historic economic revival that preserves regional industrial leadership.
